		<description>Allowing companies to sell sim-locked phones doesn&#039;t mean they cannot sell packages without phones, or that other companies cannot just sell phones by themselves. &lt;br&gt;&lt;br&gt;This has nothing to do with credit cards whatsoever.&lt;br&gt;&lt;br&gt;This concept is not something the TRA is inventing, it is used all around the world. You can easily use qualification criteria to decide whether or not something should be given a contract and people on short visas would obviously not qualify without having their sponsor as a guarantor. It is really not rocker science.</description>

		<description>Oman has a large proportion (20% + and much more as a total proportion of adults) of its population on a temporary work visa.&lt;br&gt;&lt;br&gt;An operator subsidizing a phone to attract a person who might be out of the country the next day doesn’t seem likely. Irrespective of the fact that the majority of that population does not have a ‘Credit Card’ .&lt;br&gt;&lt;br&gt;A consumer agreeing to a locked in contract when they may well be out of the country the next day doesn’t seem likely. Who needs an unusable – locked phone!</description>
